Military modernization is usually discussed in platforms — how many tanks, jets and ships, and how quickly they can be procured. Hannah Hunt's argument is that the decisive capability is a different one: whether the data moving between sensors, shooters, software and hardware is integrated well enough for a commander to make a decision and act on it in time. That is the point of the Army's push toward Joint All-Domain Command and Control by 2030, and the reason she frames the kill chain as a data problem rather than a firepower one. An acquisition process built for platforms takes five to ten years to field a capability, which is time the decision does not have.

The gap she describes isn't collection. Senior leaders are pressing for change precisely because the intelligence gathering and the data already gathered point to the need. The problem shows up at the point of decision: a commander asking whether the right assets are available for a mission, whether sensors are positioned where they need to be, has historically had to call and radio around to assemble an answer the data should already be able to give. Her fix is a portfolio of interdependent products rather than isolated tools — closer to a productivity suite, where the underlying data is shared across them and a commander gets one picture instead of a dozen partial answers.
